That's the snipe from the "Low" montage. Wish I would have saved his twitch stream reaction. By the time I remembered to go record it, his broadcast had been deleted or something. It was hilarious.

No, they are just inconsistent.

I feel like most people get the long end of that stick more often than not. i've seen some people get some ridiculous continuation times on all the different halos.
