Just put like 100 clips onto my USB and am moving it to my computer. It says its 7.91 GB but on the Xbox only about 700mb is used. This is a big problem as I am unable to upload an almost 8gb file to a website/my capper. Shouldn't the file be much smaller?

Its been awhile since Ive dealt with xtaf or any xbox usb files for that matter but, I know the problem your having. I'm unsure if this way of usb manipulation has been patched or anything so this method may be outdated. To get around the large overall size of the usb xbox file, just open up your usb using xtaf. Right click the Content folder and extract it to your desktop as you would in the original tutorial if you were recieving the files for capturing. Your capturer does not need the Xbox 360 folder from your xbox to resign the contents folder to their xbox. So just zip up and send them the contents folder. They can follow the tutorial from step 6 to finish resigning the clips.
