They're both faceless heroes, they're both incredibly dedicated soldiers, they're both responsible for victory against the Covenant. It's a tie. Without Noble Six there'd be no Cortana and no Master Chief. Without Master Chief there'd be no Cortana after Halo 2, and no stopping the Halos from firing.

Master Chief of course! But without Noble Six, Master Chief wouldn't be alive without Six destroying that covy cruiser.
