1: When you add effects and whatnot to clips, it adds lag. But if you rendered it, keeping the quality, etc, it's the same, but less lag. If I precomposed something, would that be the same thing as rendering something? Or would the render-time stay the same?

Yea, but depends on how much RAM you have. If you have 4 or more GBs you should
only have to ram preview the preComp once, and if you don't then you could
enable a disk cache (Edit-Preferences-Disk Cache) or render the comp as a proxy,
which will be low quality but quick to work with. If you preCompose and then
ram preview it, any change will undo the preview, so keep that in mind.
And a disk cache is basically like RAM but it uses your hard drive.

I think I'm gonna try the disc cache, what would the quality be like if I proxied, like around draft, third, worse?

Well its up to you. You could render a compressed full res proxy if you want.

What are the best render settings because what ever my settings are right now i am getting huge quality loss.

The default settings, lossless avi. And then bring into Vegas and compress as wmv, or use MeGui or Virtual Dub to encode as x264 or something.

how can i apply an effect to an effect?.. i have a grid going across my screen for HUD but i would like to bend it to make it appear more 3D/more like the spartans helmet

Just apply the bend effect after the grid effect.

Put the grid effect on a solid above your footage, and then apply the bend after the grid
on the solid.
